EU Citizen Registration Certificate Spain — the green NIE explained
If you're an EU, EEA or Swiss citizen planning to live in Spain for more than 3 months, you must register and get the certificado de registro de ciudadano de la Unión (the famous 'green NIE'). Here's the actual process — and how to get the appointment in days, not months.
What is the EU citizen registration certificate?
The certificado de registro de ciudadano de la Unión (procedure code 4038 in ICPPlus, often called the green NIE because it's printed on green paper) is the document that proves an EU/EEA/Swiss national is legally registered as a resident in Spain. It includes your NIE number — the foreigner identity number you need for almost everything in Spain: opening a bank account, signing a rental contract, registering as self-employed, paying taxes, getting healthcare, buying a car.
It's mandatory for any EU citizen staying in Spain for more than 90 days. The certificate itself does not expire (your NIE is permanent), but the residence record must be kept updated if you move.
Who needs it?
- EU citizens (all 27 member states: Germany, France, Italy, Portugal, Netherlands, Poland, Romania, Bulgaria, Ireland, etc.).
- EEA citizens: Norway, Iceland, Liechtenstein.
- Swiss citizens (covered by bilateral agreement).
- Anyone planning to live, work, study or retire in Spain for more than 3 months.
UK citizens are no longer covered by this procedure (post-Brexit): they fall under the regular non-EU TIE process, with separate withdrawal-agreement protections for those who arrived before December 31, 2020.
Why is the appointment hard to get?
Across the major provinces — Madrid, Barcelona, Valencia, Málaga, Alicante, Sevilla, Palma de Mallorca — demand for EU registration appointments is multiple times higher than supply, especially during peak relocation seasons (spring, late summer). Documents required
- EX-18 form — solicitud de inscripción en el Registro Central de Extranjeros (free download from sede.administracionespublicas.gob.es).
- Valid passport or national ID card (DNI for Italians, Carte d'identité for French, etc.) — original + photocopy.
- Proof of residency basis, one of:
- Workers: employment contract, employer certificate, or proof of self-employment registration (autónomo).
- Students: enrolment letter from a Spanish accredited center + proof of health insurance + financial means.
- Self-sufficient residents (retirees, remote workers): proof of sufficient financial means (~€600/month for 2026, ~€7,200/year — IPREM × 1.0 — for individuals) + private or public health insurance valid in Spain.
- Family members of EU citizens: documents proving the family link + EU citizen's data.
- Padrón certificate (empadronamiento) — issued by your local city hall, less than 3 months old, proving your Spanish address.
- Proof of fee 790 code 012 payment (~€12 in 2026). The fee is paid at any Spanish bank or online before the appointment.
- Appointment confirmation printed.
How to book the appointment
- Go to sede.administracionespublicas.gob.es/icpplus/.
- Choose your province of residence.
- Select procedure "CERTIFICADOS UE" (code 4038).
- Complete with your passport/ID number, full name, year of birth.

FAQ
I'm only staying 4 months for a project — do I still need this?
Yes. Any stay over 90 days, regardless of purpose, requires registration. If you're staying less than 90 days you don't need it (your EU passport is enough).
Does the green certificate expire?
No, the certificate itself doesn't expire, and your NIE number is permanent. Since 2012, however, after 5 years of continuous legal residence you can (and many people do) apply for the permanent residence certificate — also a green certificate but labeled "permanente".
Can I work in Spain while waiting for the appointment?
As an EU citizen, yes — your right to work in Spain is automatic. However, employers and banks will demand your NIE in practice, so getting the certificate fast matters.
Do I need a Spanish address (padrón) to book?
You need it for the appointment itself (the padrón certificate is a required document). It's easier to first get empadronado at city hall, then book the extranjería appointment.
Can I lose the green paper and get a duplicate?
Yes, you book another appointment ("duplicado por extravío") and pay the fee again. Your NIE number stays the same — only the paper certificate is reissued.
What if I move to a different province?
Your certificate is valid nationwide — NIE is national, not provincial. However, you should update your padrón at the new city hall and notify the extranjería office if your stay becomes permanent there.
